Why is the shipping cost added to the value of parts on a commercial invoice?

Why should anyone have to pay import duty on shipping costs?

Normally one does not pay import duty on shipping costs.
If the Invcoice shows the cost of the goods seperately to shipping costs, then your customs department will take the cost of the goods and work out the import duty from that.
If the Invoice shows the total cost as CIF, then your Customs department will deduct the cost of shipping from the total and charge import duty on the FOB price only.
It is always advisable that you ask the Supplier to show the total cost of the goods as CIF, then make a notataion on the Invoice as to how much the freight and insurance is of the total amount on the invoice.
